NS2PC signature of a Memorandum of Understanding to strengthen the cooperation on Carbon Capture Storage (CCS) value chain development with Petrovietnam, JOGMEC and ENEOS Xplora
Nghi Son 2 Power Limited Liability Company (NS2PC) is pleased to announce that the Company has signed a Memorandum of Understanding (MOU) with Vietnam Oil and Gas Group (Petrovietnam – PVN), Japan Organization for Metals and Energy Security (JOGMEC), and ENEOS Xplora Inc. (Xplora) to strengthen cooperation in the development of a Carbon Capture and Storage (CCS) project in Vietnam.
The signing ceremony took place on October 17th, 2025, during the 3rd Ministerial Meeting of the Asia Zero Emission Community (AZEC) held in Kuala Lumpur, Malaysia.
Under this MOU, the four parties will collaborate to study and promote the establishment of a comprehensive CCS value chain in Vietnam — including CO₂ capture and separation, transportation, and offshore storage in Nghi Son area.
Following signing ceremony between the parties, the MOU was introduced in the presence of Vietnam’s Vice Minister of Industry and Trade, Mr. Nguyen Hoang Long, and Japan’s Minister of Economy, Trade and Industry, Mr. Muto Yoji.
In 2024, NS2PC and Xplora jointly conducted a preliminary study on surface facilities to assess the technical feasibility of capturing and transporting CO₂ from the Nghi Son 2 Thermal Power Plant.
NS2PC as the operator and owner of the Nghi Son 2 Thermal Power Plant in Thanh Hoa Province, recognizes the importance of addressing climate changes and supports Vietnam’s pathway toward carbon neutrality. Through this cooperation, NS2PC aims to actively contribute to the reduction of CO₂ emissions from coal-fired power generation and explore innovative carbon management solutions in line with national and regional decarbonization strategies.
This MOU reinforces NS2PC’s commitment to achieving sustainable and responsible power generation.
