Emergency Drill – NS2PC Proactively Prepared for All Emergency Scenarios

Thanh Hoa, Apri 29, 2026 – Nghi Son 2 Power Company Limited Liability (NS2PC), in coordination with the Fire Prevention, Fighting and Rescue Police (PCCC & CNCH) of Thanh Hoa Province, T.S.E Co., Ltd., and Nghi Son Regional General Hospital, organized a chemical incident response drill at the Nghi Son 2 BOT Thermal Power Plant.

Attending and observing the drill were representatives from Thanh Hoa provincial Department of Agriculture and Environment, the People’s Committee and Police of Nghi Son Ward, the Economic Division – Provincial Police, and Nghi Son Thermal Power Company.

The on-site team responded to the incident, but it exceeded their control, so NS2PC requested support from external forces.

According to Mr. Le Hoang Long, Deputy Director of Safety and Quality: emergency response drills are conducted regularly to enhance awareness and improve the skills of the plant’s fire prevention and incident response teams. “The goal is to ensure rapid response and effective handling of unexpected situations, thereby maintaining safe and stable plant operations,” he emphasized.

The simulated scenario involved a failure to fully comply with safety procedures during ammonia transfer operations, causing a flexible hose to disconnect from its coupling. This led to a chemical leak and rapid dispersion into the environment. The gas spread throughout the plant and surrounding areas, causing asphyxiation to one tanker assistant and two nearby workers.

Facing complex developments beyond the on-site team’s control, NS2PC activated its emergency response plan, mobilizing external forces to contain the affected area, handle the incident, and conduct rescue operations.

Directly overseeing the drill, Mr. Michael W. Savidge, Executive Vice President of NS2PC and Plant General Manager highly appreciated the effective coordination among participating units. “The drill achieved its objectives, demonstrating professionalism and strong collaboration in incident response,” he noted.

Speaking after the drill, Lieutenant Colonel Dao Duc Quy, Deputy Head of the Fire Prevention, Fighting and Rescue Police Division of Thanh Hoa Provincial Police, stated: “Command and coordination were carried out in a unified and flexible manner, effectively applying the ‘four on-the-spot’ principle. However, this is only a simulated scenario. In reality, incidents may be far more complex and unpredictable. Therefore, regular drills are essential to strengthen knowledge and skills, ensuring readiness for emergency situations.”

The drill not only helped refine coordination procedures among involved forces but also reaffirmed NS2PC’s proactive approach to risk prevention and response, aiming for safe and sustainable plant operations, Lieutenant Colonel Dao Duc Quy added.
